You need a dealers license to be an auto broker!

An auto broker or auto buying service is a person with a dealers license who engages in the business of brokering with a dealers license where there is an arrangement under which one with a dealers license for a fee or other consideration regardless of the form or type of payment under the dealers license, provides, or offers to provide the service of arranging negotiating assisting, or effectuating the purchase of a new or used motor vehicle, not owned by the holder of the dealers license, for another or others.

An auto broker with a dealers license helps retail customers find cars from other dealerships who have a dealers license.  The broker with a dealers license acts as an agent for the retail customer for the purpose of finding, negotiating, and purchasing for a fee or commission, with a dealers license. Therefore, there is a relationship with the customer, which is outlined, in the signed brokering agreement and governed by State law, which requires a dealers license. All States, including California have dealers license laws that regulate the auto broker with a dealers license, such as the law below.

(Dealers license law) CVC Section 11735 (e) " When brokering a retail sale (holding a dealers license) as an agent of the consumer, selling dealer, or both, the brokering dealer (who holds a dealers license) owes a fiduciary duty of utmost care, integrity, honesty, and loyalty in dealings with its principal or principals."

Since, the broker with a dealers license earns a fee for doing this for the retail customer, why would customer want to pay such a fee to the broker with the dealers license? (which can be as much as $1,200 depending upon the price of the car)  Simple, here in the United States there are many consumers that are very busy and don't have time to breath in air.  Such a consumer does not have a dealers license, and still has a need to buy cars but does not have time to look for them.

They have already researched which make, model, color and options they want on the vehicle, but they want somebody else ( a broker who holds a dealers license) to take care of finding them the best price.  The way busy professionals rationalize this is that they are paid well for time at their desk, and if they have to take time away from work they actually lose more money finding the car on their own than hiring an auto broker with a dealers license.
